Note that this list includes all clubs mentioned in this document, including a
number of foreign ones, but is not necessarily exhaustive.
The short versions of the names on the left hand side are used in this
document; an additional indication of the home town is only included if
a homonymous club from another town appears in the document as well.
The full names on the right hand side appeared at least once in contemporary
publications but for most clubs other
versions appeared as well: in particular, the words "voetbal" and "football"
as well as "vereeniging" and "club" were often interchanged, sometimes
apparently at random, and while nearly all early Dutch football clubs
originated from an older cricket club, the "cricket" part was not always
included in the name.
Additional information is most welcome.

On Sep 5, 1897, the N.V.B. board met in café "De Roode Leeuw", Amsterdam to
discuss new regulations ("huishoudelijk reglement van den N.V.B."),
formulated by a commission installed by interim president Mulier. Apart
from minor changes, these were approved; the main difference in the set-up
of the league competitions was that from this season on, only the bottom
finishers of the Eerste Klasse in each Afdeeling would enter
a "Test Match", against the champions of the Tweede Klasse in their
Afdeeling; if there were two Tweede Klasse groups, the two
winners would first need to play off for the title.
At the same meeting, Engelberts proposed to readmit Go Ahead and Prinses
Wilhelmina, both relegated after the Test Matches
at the end of the previous season, to the Eerste Klasse in Afdeeling 2;
this proposal was accepted.
Two weeks later, on Sep 19, 1897, an extraordinary general
meeting was convened at the café "Rapp", Mariaplaats, in Utrecht, where a proposal
to readmit Victoria (Rotterdam) to the Eerste Klasse (from which they had
been relegated after losing their Test Match
to city rivals Celeritas) was rejected (18 votes against, 5 in
favour, 13 abstentions). This was the fourth time Victoria's membership of
the Eerste Klasse had been put to the vote at a general
meeting: on May 3, 1891, they had
been voted in, as champions of the Tweede Klasse, in spite of
not having been able to play a promotion
match; on May 14, 1893, they had been
reinstated at the top level, in spite of having lost all seven matches
that season; and on May 6, 1894 they
had been demoted after finishing bottom with two points from ten matches.
The same general meeting agreed to the new regulations, as accepted by the
board two weeks earlier, after a few small amendments.
At a board meeting of Oct 10, 1897 in Amsterdam, the member clubs were divided over the various competitions, and it was stipulated that: "de kampioen van de 1e klas afd. I zal spelen op onzijdig terrein tegen den kampioen 1e klas afd. II"; in other words, the two first class champions would play each other at a neutral venue to contest the national title ("landskampioenschap").
At a board meeting on Jan 15, 1898 in Den Haag, a new regulation was introduced in order to prevent clubs abandoning a match: any club leaving the field during the match would lose 0-5, to which all goals the club remaining on the field had already scored would be added. That board meeting also decided that the cup offered by H.M.C. Holdert would already been contested in the ongoing season, but weather conditions in February made that impossible.
Finally, at the general meeting concluding the season on May 15, 1898, at the Musis Sacrum, Velperplein, Arnhem, the regulations on matches determining promotion and relegation, a second class championship or the national championship, were changed. Instead of one match at a neutral venue, as in the season just finished, in the future two matches were to be played, both clubs involved hosting one, and in case both obtain two points, a third match at a neutral venue, possibly followed by 15 minutes of extra time.

In January 1898, H.M.C. Holdert, former president of V.V.A. (Amsterdam), who had already offered a statue for the winners of a knock-out competition in the 1893/94 season, in which eventually only one match was played, offered a cup, to be contested as the English F.A. Cup ("volgens de Engelsche regeling").
At a board meeting on Jan 15, 1898 in Den Haag it was decided to stage a
competition for this new trophy already in the ongoing 1897/98 season (after
a vote among the six board members present; 3 voted in favour and 3 against,
the tie resolved by the vote in favour of N.V.B. president Warner).
One week later, on Jan 22, the board agreed on the regulations. These included
the possibility of a sudden death (or for those who dislike that term:
golden goal) decision in case of a replay. The main points were:
By the end of February a dozen clubs had registered for the new competition (Ajax, Be Quick, Haarlem, Hercules, H.F.C. Celeritas, Go Ahead, H.B.S. and U.D., also failed to register), but at a meeting in Den Haag on Mar 5, the board unanimously decided to cancel the competition for the ongoing season after a prolonged stretch of bad weather in the first weeks of February had led to numerous match postponements in the western leagues.

The Haarlem city federation was dissolved;
local side Unitas unsuccessfully attempted to join the A.V.B. instead.
At the beginning of October, the Oostelijke Voetbalbond was formed in Hengelo
by three clubs (Olympia of Almelo, the reserve side of Prinses Wilhelmina, and
local side Tubantia, who refrained from entering the Tweede Klasse in
Afdeeling 2 of the N.V.B.), but it appears no regional league was contested.
(Two years later, in November 1899, the Twentsche Voetbalbond was founded in Enschede,
catering for clubs from the same region.)
The Eerste Klasse of the H.V.B. league was abandoned due to fixture congestion
and replaced by a knock-out tournament.
Finally, as in the previous season, a regional competition was initiated by U.D.
to provide their reserve side with some competitive action. Their three opponents
were all former (and future) participants in N.V.B. competitions:
Robur et Velocitas (Apeldoorn), S.I.O.D. (Kampen) and Z.A.C. (Zwolle).

While in the previous season only one match was played between clubs from the two harbour cities, this season none was played at all, although a match had been fixtured – the Belgians (and Britons) simply did not appear.

The visiting side consisted of players from various clubs and was assembled by Charles Craven from Maidstone, who had also been in charge of the tours of Maidstone F.C. in 1894 and 1895 and that of the English Wanderers in 1896 and 1897.
The tourists proved to be the weakest British side ever to have visited the Netherlands or indeed the continent (their overall record of seven losses from seven matches, two goals scored and 31 conceded is the worst among all overseas tours by British (and Irish) sides before World War II; they were even beaten by a Tweede Klasse selection), and as a result Mr. Craven asked for (and was granted) financial support from the N.V.B. to assemble better sides for future visits.
