The short versions of the names on the left hand side are used in this document; an additional indication of the home town is only included if a homonymous club from another town appears in the document as well.
The full names on the right hand side appeared at least once in contemporary publications but for most clubs other versions appeared as well: in particular, the words "voetbal" and "football" as well as "vereeniging" and "club" were often interchanged, sometimes apparently at random, and while nearly all early Dutch football clubs originated from an older cricket club, the "cricket" part was not always included in the name.
Additional information is most welcome.

Administrative Developments

The main change in the competition set-up this season was the introduction of a third level. At the beginning of the season, the board asked permission to introduce Derde Klasse leagues for new member clubs considering themselves too weak to enter the Tweede Klasse in their Afdeeling, and were granted that permission at the general meeting on Aug 21, 1898 at the "Hôtel de l'Europe", Vreeburg, Utrecht. Initially, two such third class leagues were envisaged, one in Afdeeling 1 and one in Afdeeling 2, but eventually none of the prospective entrants of the latter joined the federation, and so only one Derde Klasse was held, formed by clubs from Amsterdam and nearby towns. It should be noted there was no promotion or relegation between the second and third level; as before, any member club was entitled to enter the Tweede Klasse in its Afdeeling.

Another change was that reserve sides could in principle be allowed to enter the Tweede Klasse, at the discretion of the board; this only happened in Afdeeling 2, where the reserve sides of Go Ahead, U.D. and Vitesse became the first to participate in an official N.V.B. league.
Furthermore, the third section of the Tweede Klasse in Afdeeling 1 was moved to Afdeeling 2 during the season, for reasons explained in the relevant section.

Starting from this season, the N.V.B. started to grant official recognition to local and regional federations. Three of them (those of Amsterdam, Gelderland and Den Haag) applied for and obtained that recognition during the season. That of Rotterdam did not, relations between local clubs and the N.V.B. board being strained following the discontent of Sparta during the 1896/97 season, the Celeritas-H.V.V. affair of the previous season, which had led to calls from within the board, which felt misled by the club, to suspend Celeritas, and new issues concerning Rapiditas, Sparta and Victoria. The Rotterdam clubs, united in the Vereeniging "Rotterdam's Voetbalbelang", called for an extraordinary general meeting on Mar 5, 1899 in Arnhem, to discuss their various grievances, but that was called off by the N.V.B. board a week before it was to take place. The poor performance of the Rotterdam clubs during the season (all five local clubs active in Afdeeling 1 of the N.V.B. competitions finished the season with a goal average of under two thirds) presumably did little to lift the mood.

Finally, in the Feb 18, 1899 issue of the "Nederlandsche Sport", a regular contributor signing as "Enno" suggested a novel system to rank clubs during the season, as the difference in matches played between clubs meant the customary method of ranking by points gained did not reflect actual performance. He proposed to instead rank clubs by the quotient of points gained and points lost, or alternatively by dividing the number of points by the number of matches played. (The two are of course mathematically equivalent but the first has the disadvantage of having to divide by zero if a club has won all its matches.) G.W. Dijxhoorn, the eerste secretaris of the N.V.B., soon followed this suggestion and started ranking clubs by the quotient of points and matches played in the standings published in the "Nederlandsche Sport"; this method became official during the following season (by a decision of the N.V.B. board taken on Dec 6, 1899, cf. p. 81 of the Voetbal-Almanak 1899-1900) and was traditionally used in the Dutch East Indies as well.

2e Klasse C

NB: this competition originally was to be played with four clubs: Neptunus, who
    considered themselves too weak for the Tweede Klasse B, Olympia (Gouda), who
    withdrew before the start, Quick (Amersfoort) and Quick (Bussum); at a board
    meeting on Sep 17 in Amsterdam it was decided its champions could not enter
    the play-off for the championship of the Tweede Klasse in Afdeeling 1, as
    Neptunus had voluntarily refrained from entering the Tweede Klasse B and the
    other clubs were not considered strong enough;
    after Olympia had withdrawn, Hercules, who had originally been included in
    the Tweede Klasse A in Afdeeling 2, requested to be allowed to enter this
    competition instead (which was geographically more convenient for them);
    this was granted, but as Hercules had played a Test Match for promotion (in
    Afdeeling 2) in the previous season, it was considered unfair to deny them
    this possibility in the new season and at another board meeting on Oct 1 in
    Amsterdam the winners of this league were after all granted entrance to the
    play-off for the championship of the Tweede Klasse in Afdeeling 1;
    this led to discussions as Neptunus would now have a supposedly much easier
    path towards that play-off and at another board meeting on Dec 17 it was
    suggested to admit the champions of this competition, if not Neptunus, to
    the play-off for the championship of the Tweede Klasse in Afdeeling 2, with
    the intention to extend the Eerste Klasse in Afdeeling 2 to six clubs for
    the next season;
    on Feb 4 another board meeting in Amsterdam then decided that the winners
    of this league would join the two winners of the Tweede Klasse A and B in
    Afdeeling 2 in a play-off for one direct promotion place, with the second
    placed club to play Test Matches against the club finishing last in the
    Eerste Klasse of Afdeeling 2, provided Neptunus would not win the league
    (which by that time had already become a mathematical impossibility), thus
    effectively moving the league from Afdeeling 1 to Afdeeling 2;
    finally, following a suggestion by De Goeje, it was decided that the four
    clubs involved would play a single round robin at neutral venues for two
    places in the Eerste Klasse of Afdeeling 2 in 1899/00.

At the general meeting on Aug 21, at the "Hôtel de l'Europe", Vreeburg, Utrecht,
the N.V.B. board requested and obtained permission to form Derde Klasse leagues
for new member clubs likely to be too weak for the Tweede Klasse; there was no
promotion or relegation between the two levels as all clubs could in principle
be admitted to the Tweede Klasse in the next season.

Afdeeling 2 (Utrecht, Gelderland, Overijssel)

A third class competition involving six clubs (Celeritas (Arnhem), Dieren, Doesburg,
Gelria, Olympia (Arnhem), Terborg) was announced at the beginning of the season but
eventually none of these clubs entered the N.V.B. and the league did not take place;
Olympia did enter the league of the Geldersche Voetbal Bond.

Onderbonden

A new city federation was founded in Utrecht in December 1898, while in Haarlem one was resurrected.
At the end of 1898, the federations of Den Haag, Amsterdam and Gelderland sought and obtained official recognition from the N.V.B.

Gooi-, Eem- en Vechtland

This competition was held on the initiative of Hercules II.  About a month after
its start, a local federation was founded in Utrecht.  Apart from 't Gooi, all
participants entered the Utrecht-Gooische Voetbal Bond for the 1899/00 season.

International Activity

Antwerp/Rotterdam matches

As in the previous season, no matches between sides from Antwerpen and Rotterdam were played; in fact, none at all were fixtured, although a weak side from Antwerp travelled to Bergen op Zoom to play local Tweede Klasse club Unitas on Jan 8 (the weakness of the visiting side is sufficiently illustrated by the fact that the hosts won 2-0 in spite of having lost all their three matches in the 2e Klasse A of Afdeeling 4 with an overall goal record of 1-19). In addition, a match against H.V.V. had been scheduled for Dec 24 as part of the latter's Christmas tour to Belgium but was cancelled after the pitch at Antwerp's Surenberg ground was found to be unplayable.

H.V.V.. trip to Belgium

H.V.V. used the Christmas holidays for their first ever trip abroad. While the short stay in Antwerp was a disappointment, they established a most cordial relationship with the Léopold club in Brussels, who immediately decided to pay a return visit in the spring.

Vitesse meetings with German clubs

After Prinses Wilhelmina had twice played an international team from the Handelschule in Osnabrück in 1896 (in February in Germany and in October at home), whose players had mostly been British and Dutch, Vitesse became the first Dutch club to play a German club side, twice meeting Duisburger F.V. before paying a visit to München-Gladbach (nowadays spelled Mönchengladbach) where they played a regional selection from the Rhineland. In these three matches combined they scored 18 goals without reply.

Visit "English Wanderers"

This year the visitors were not managed by Charles Craven, who had moved to the Gold Coast (now Ghana), but by G.E.V. Rule, a forward who had played in various earlier tours.
On the Dutch side there was considerable controversy surrounding two of the matches. Firstly, B.V.V. were chosen to represent the southern region in the first match of the tour, to the great indignation of the other clubs from the area (and in particular local rivals Brabantia and N.O.A.D.), as it was felt a regional selection from all clubs in Afdeeling 4 should have been assembled instead (as had been the case for Afdeeling 3 for the seventh match); there even were threats of leaving the N.V.B. and setting up a regional football federation instead but eventually everyone calmed down, after B.V.V. had signally failed to justify their selection.
Secondly, originally champions R.A.P., unbeaten all season and already certain of their third successive Eerste Klasse championship in Afdeeling 1, had been lined up for the sixth match on April 5. However, they had also planned a trip to Liége over the Easter days, and therefore were unwilling to provide any players to the Dutch selection meeting the visitors on April 2, thus severely weakening that national side. As a punishment, the N.V.B. board replaced them with a Haarlem selection for the match on the fifth.

R.A.P.. trip to Belgium

R.A.P. accepted an invitation by F.C. Liégeois, like themselves national champions of 1897/98 and on their way to retaining that title unbeaten in the 1898/99 season, to play them on Easter Monday. The day before, F.C. Liégeois had hosted 1898 French champions Standard A.C., losing 0-2 in a match refereed by R.A.P. member Wijnands. The Paris club side then travelled to Brugge, where they drew 3-3 against local side F.C. Brugeois (apparently strengthened by three players from Maidstone F.C., who were touring Belgium at the time).
