The first Cup was organized in 1908 in Mexico City and called "Copa Tower" because the original trophy was donated by the English ambassador in Mexico Mr. Reginald Tower who arrived to the country in 1907. It included mainly clubs from the Mexico City area.

Beginning in 1943 the "Liga Mayor" was formed with 6 clubs from the Mexico City "Primera Fuerza" League, two clubs from the "Liga de Occidente" (Western League) and two more from the "Liga Veracruzana." Since then the Cup has been contested by the members of the "Liga Mayor" and by the First Division, after 1950, when the Second Division was formed, except for the years in which Second Division clubs have participated (1956-57, 1963-64, 1995-96, 1996-97 and since 2012-13). The 1994-95 season was the only one in which clubs from three levels (Primera, Primera A & Segunda División) entered.
