The second edition of the Federasyon Kupası (Federation Cup) was held with the same objective, since the professional nationwide league had not started yet. This time 40 clubs participated, 22 from İstanbul, 10 from İzmir, and 8 from Ankara. Clubs from Adana were not included, while 12 clubs of the İstanbul Second Professional League contested the İstanbul qualifying round. The competition consisted of three stages. The first one was contested in each of the three cities, with the winners advancing to the second stage. There the clubs from İstanbul were paired with clubs from İzmir and Ankara. In that stage the clubs played against each other twice, with the winners qualifying for the third stage. The third stage was played in two groups of four clubs each on a double round-robin basis. The two group winners qualified for the final, which was played in two games. The winners of the final gained the championship and the right to participate in the European Cup, representing Turkey.
