Torneo Federal On 19th April 1995 the leagues from Maldonado (Capital) and San Carlos founded the Liga Mayor de Fútbol. Since the tournaments were unified, the Torneo Departamental was no longer necessary, and both leagues stopped playing it. However, teams from Aiguá and Zona Oeste started playing a new tournament called Torneo Federal, to decide the team that would represent the Ligas Federadas de Maldonado (Sector Interior) in the Copa El País. Apparently the first two years the minor teams from the city of San Carlos also participated.
