It has been really difficult to retain the Copa El País, and the few teams
that have achieved it, did it in their golden years. Estudiantil lost only one
match in their three-straight Copa El País titles in the early seventies,
Universal reached four finals from 1967 to 1970, Atenas and 18 de Julio (Rio)
won two out of three finals each, and Porongos remained unbeaten since 1993 to
1997, winning the cup in 1994 and 1995, and they could perfectly have won in
1996, if the championship wouldn't have been cancelled to play the Torneo
Nacional. From 1998 to 2000, the champions qualified to the Torneo Mayor,
therefore being unable to defend their title.

In the 39 Copa El País tournaments played since 1965, the holders were eliminated
on 25 times (6 times they retained the title, twice (2) the tournament wasn't
defined, and in the first tournament of course no holders took part). Many different
circumstances didn't allow the holders to defend their title:
1972 Treinta y Tres (1971 champions) were disqualified by OFI for irregularities.
1979 As 1978 tournament wasn't finished, there were no holders, and Bella Vista
(1977 champions) were eliminated in 1978.
1996 Porongos (1995 champions) qualified to the Torneo Nacional and were eliminated
by Rampla Juniors (Montevideo) in the First Round. However, they were still
holders in 1997 when Río Negro (San José) eliminated them.
1998-00 Punta del Este (1997 champions), Libertad (1998) and San Carlos (1999)
qualified to the Torneo Mayor.
2002 Atenas (2001 champions) became proffesional and join the Second Level
Uruguayan Championship in 2002.

In the seasons 1965-66, 1975 and 1978-1991, Zonal Championships were played simultaneously with Copa El País. These Championships had a great importance at that time, and they marked important successes for some teams. Conventos from Melo for example, never won the major trophy, however they managed to obtain the top of the Northeast Zone in seven occasions. Another curiosity was that Wanderers (Artigas), three times unlucky finalist of Copa El País, conquered the Coastal Zone title two consecutive times (1989-90). On the other hand, Estudiantil, one of the most succesful teams of the competition, only won their Zone once (1986). Since 1965, Copa El País was played mostly home and away; so when the teams
were tied on points and goal difference (except when away goals or most goals
in one match mattered) a penalty shootout was required. The exception is in
the finals where if the teams tie on points a third match is played.

Palermo is an unusual case, it was unbeaten for seven (7) penalty shootouts (until
1995), and two of those seven worth the title of the Copa El País (1987 and 1989)
which were the only editions that were defined by penalties. Palermo won 3 penalty
shootouts in 1987 and 2 more in 1989. Other Champions that had required two penalty
shootouts: 18 de Julio (Fray Bentos, 1983), Porongos (1988) and Artigas (Melo, 1993).
Champions that had to define from the eleven steps only once: Atenas (1975 and 1976),
Universal (1967), Independiente (1969), San Eugenio (1970), Independencia (1984),
Río Negro (1990), Fritsa (1991), Punta del Este (1992) and Porongos (1995).
From 1987 to 1993 all the Champions needed at least one penalty shootout to win the
title.
