    the FAT and ZFA decided to inscribe Mainland champions Simba for 
    the CAF Champions Cup and Zanzibar champions Jamhuri for the new
    Confederation Cup; as Jamhuri declined the registration by FAT
    and ZFA, stating they were not ready for the challenge, FAT and
    ZFA decided to inscribe Mtibwa Sugar for the Confederation Cup 
    instead, provided they will play their home matches at Amaan
    stadium in Zanzibar.  Meanwhile Yanga have petitioned the same
    Ilala Disctrict court to dissolve FAT or jail its leaders...

NB: 4 teams to be promoted to Premier Division 2004 (which will
    have 20 teams rather than 24 as in 2003)

Promoted: Trans Camp FC (Dar es Salaam), Kariakoo (Lindi),
          Police (Dodoma) and Reli (Kigoma)

Trans Camp are a team of the Tanzania People's Defence Forces
(which withdrew their previous support of 82 Rangers (now known as 
Kahama United), Meru Warriors and Karume Rangers).

NB: how the FAT could promote Reli in spite of them not featuring among
    the initial list of participants is unclear.
