Football Qualifying Tournament

(Roma, Italy, 1960)

The 16 participants to consist of:

EUROPE

7 groups, winner of each group to qualify.

Preliminaries

During this period the IOC recognized only one national Olympic committee (the West German one) as representative of Germany as a whole. Thus two proposals were made; either a unified team would be selected, or the two Germanies would field separate teams which would playoff against each other for the right to fill the single berth permitted by the IOC. After protracted negotiations, the latter option was taken with the proviso that the games would be kept secretive and no spectators would be present, other than a few journalists and officials.
