    (5 are promoted from the regional mini leagues).

Sponsors TOP Radio threatened to withdraw following Express's no-show
for their home(!) match against Mityana on Oct 17; should the match be
awarded to Mityana (as by the league rules), TOP TV would be relegated,
this apparently being the intention of Express due to the last round
wrangle between the two clubs in the previous season.  (Express chairman
Godfrey Kirumura ridiculously justified his barring his players from the
match because 'TOP TV had bribed Express officials for the team to play 
well' (sic!).)  They later came up with the even lamer excuse they thought
the game was in Mityana and had travelled there.
