The N.A.V.U. intended to organise this tournament in August 1971, with the participation of Dakota (Aruba champions 1970/71), Estrella (Aruba runners-up 1970/71), Jong Colombia (as Curaçao champions 1969/70) and S.U.B.T. (as Curaçao runners-up 1969/70); however, the tournament was cancelled following protests by Estrella and 5 Curaçao clubs (Sithoc, Scherpenheuvel, Veendam, Wacker and Wacao) who contested the right of Jong Colombia and S.U.B.T. to enter as no championship had been held in 1970/71 (see below).

However, Wacao demanded a replay of their match on Jan 30, 1970, against Jong Holland, as the latter had used Stanley Brazil (who had also played in their matches against Jong Colombia (Oct 17, 1969), Scherpenheuvel (Jan 16, 1970) and Sithoc (Feb 6, 1970)); according to Wacao, he was still a player of Wacker. As Jong Holland could show they had registered the player on Sep 22, 1969, their protest was rejected, but further investigations showed Brazil was still registered for Huracan, a club he had joined in 1964 but which had been inactive since 1966. The C.V.B. then ordered a replay, considering the player to have been ineligible to play for Jong Holland; Jong Holland protested, arguing among other things that in that case Brazil had not been eligible to play for Wacker in the 1967/68 season in which that club had won promotion. After a long saga of protests and appeals, involving the C.V.B., the N.A.V.U., the F.I.F.A. and the local judiciary, in which the replay was fixtured (but not played) at least three times (on Sep 9, 1970; Nov 20, 1970; Jan 29, 1971), the original result was homologated by an arbitration committee. Due to this soap, the relegation playoff only started in May 1971, a year after the 1969/70 season was supposed to have finished, and the 1970/71 season never took place.
