All six USL D-2 teams joined, along with the USL D-1’s Austin Aztex (who became Orlando City), D-1’s expansion FC New York, and the NASL’s Rochester Rhinos. The Wilmington Hammerheads returned from hiatus, and Barracuda United (of Antigua) and Los Angeles joined as expansion clubs. Puerto Rico, Sevilla FC and River Plate Puerto Rico joined from the Puerto Rico League (while continuing to play in that circuit), and Dayton was promoted from the PDL.
