A tournament was planned, with proposed invitations to Australia, Malaysia, Taiwan, and Thailand. It is not clear whether or not it was cancelled. The proposed dates for the tournament clashed with the Merdeka tournament in Malaysia - the Vietnamese unsuccessfully requested that the Malaysians move the Merdeka back by a few days. One article, 15th October 1969, states that Singapore's B team was preparing for the tournament, and would leave for Saigon on 4th November.

After the five penalties each failed to determine a winner, the Vietnamese conceded the game. The reasons given were that the crowd had gone beyond control, and that as the Vietnamese goal had been an deflected own-goal off a Malaysian defender, the Vietnamese felt the Malaysians deserved the title.
