Played over three round robins. In the first, each club was supposed to play four
matches at home and four away, and once at the Estadio de la LPF, but this was not
followed strictly.

NB: it was decided to suspend relegation at the end of the season after round 21 (see
the comments there);
General Caballero were excluded from the 1961 championship on the ground that the
club did not own its playing field, as stipulated by the regulations; its playing
field belonged to the company Liebig's Extract of Meat in Zeballos Cué, the part
of Asunción where the club also is located. General Caballero appealed to obtain
an extension of the inscription deadline for the 1961 championship in order to put
things in order, but this was denied by the LPF. Thus, the only club demoted from
the 1960 Primera División was one that had obtained its right to remain there on
the field of play.

NB: at the end of the season, the bottom-placed club was to be relegated, but after
this round, several clubs proposed to suspend the league and abolish relegation.
Initially at least four clubs were against this suggestion, but after a month of
discussions, the LPF decided (with only Olimpia opposing the ruling) that all
ten clubs were allowed to enter the 1961 top level; in addition, all founding
members of the LPF, all clubs that had played at least 25 seasons at the top
level, and the 1960 Primera División B winners (San Lorenzo) were entitled to
enter. Because of this, also Presidente Hayes, the only club (apart from those
already at the top level in 1960) to have played for 25 years at the top level,
were admitted to the 1961 Primera División A (all founding members of the LPF
already were at the top level).
