Initially at least four clubs were against this suggestion, but after a month of discussions, the LPF decided (with only Olimpia opposing the ruling) that all ten clubs were allowed to enter the 1961 top level; in addition, all founding members of the LPF, all clubs that had played at least 25 seasons at the top level, and the 1960 Primera División B winners (San Lorenzo) were entitled to enter. Because of this, also Presidente Hayes, the only club (apart from those already at the top level in 1960) to have played for 25 years at the top level, were admitted to the 1961 Primera División A (all founding members of the LPF already were at the top level).
