The Palestine Football Association (PFA) finally returned to FIFA in 1998 after 50 years of trying. The association had been formed in 1928 through the initiative of the Zionist sports organisation, Maccabi Organisation of Athletics and Sports founded in 1912 – who wanted to form a Zionist football association affiliated with the football governing body FIFA as part of the Zionist movements claim for the land of Palestine. However under FIFA rules, the organisation had to represent all of the country’s inhabitants (Jews at the time only made up about 12% of the total population), so one Arab delegate was given a position on the 15-man board for the first meeting between the PFA officials (he nor any other Arab official would appear on the PFA board ever again). FIFA admitted the PFA a year later, however by 1934, the dominance of the Zionist officials meant Arab clubs, who consisted of over 75% of the total population of Palestine had no say in the running of the association or the sport in the country.
At the qualifying campaign for the 1934 World Cup in Italy, Palestine took on Arab rivals Egypt, their coach was Polish-born Shimon Ratner “Lumek”, who had immigrated to Palestine after a playing career in Austria with Jewish team Hakoah Wien, while the players, all born outside Palestine, came from Jewish clubs Maccabi Hashmonayim Jerusalem, Hapoel Haifa and Hakoah Tel Aviv. No Arab player was selected to take part. As a result the-so called Palestine National Team that participated in international games where the Zionist anthem “Ha-Tikva” was played out alongside the English anthem of “God Save the King” before a game, was boycotted by Arab, Armenian and Christian Palestinians alike – though they would never had a chance of selection with a Zionist coach, appointed by an all-Zionist board of the PFA. Arab clubs founded a rival association, known as the Palestine General Sports Association (PSA), which lasted until the 1936 revolt against the British occupation of Palestine.
The organisation was revived in 1944 by Al-Ahly Sports Club of Jaffa, who formed the PSA, which included 21 clubs in 1944 (and as many as 65 teams in the top divisions two years later). In 1946, an unofficial Palestine national side not recognised by FIFA, featuring both Arab Muslims and Christians as well as Armenians all playing for clubs in the PSA Football League played it’s first match in Syria. In the same year with the help and support of the national FA’s of Egypt, and Lebanon– the PSA made an official proposal to FIFA to be accepted as a member, which was turned down. Months before FIFA’s decision – the PFA fearing that they could lose international legitimacy and at worst be banned from FIFA, invited the Arab teams to the PFA. However the PSA and the Arab teams refused the offer, declaring that they would not join them. In the hope of finding a solution, FIFA jointly headed a conference of the regions Arab FAs, but nothing was solved as the Arab associations protested FIFA’s decision and demanded it reconsider. A year on, FIFA’s executive committee proposed that a ‘new’ neutral association be formed in Palestine during the next conference, an association headed by people who were not Jewish nor Arab. However when the conference was underway, battles in Palestine were already taking place and no decision on the matter were made, and months later the 1948 war ended any hopes of the PSA being affiliated into FIFA.
Between 1948 and 1997, Palestine had an unofficial national side only recognised by the United Arab Football Association (UAFA), and individual Arab FA’s. Palestine did participate in various tournaments during this period, the first in 1953 at the 1st Pan-Arab Games in Alexandria, Egypt, where a team composed mainly from players from the city of Gaza, which at the time had been under the command of Egyptian authorities after the 1948 war. The team’s best performance at the 4th Pan-Arab Games in Cairo, where players from the Diaspora playing in Egypt, and Kuwait and Palestine managed to reach the semi-finals of the competition, by then a Palestine FA had been reformed in 1962 and was situated in Tunis. They also took part in the Palestine Cup (1971, 1973 and 1975), the Arab Cup (1966 and 1992) as well as the Pan-Arab Games in 1953, 1966 and 1976. They were also invited to take part in the 1966 GANEFO Cup (Games of the New Emerging Forces) in Cambodia, which had been formed after the 1962 Asian Games in Jakarta when Taiwan and Israel were refused visas for the competition, and led to Indonesia's suspension of the IOC.
After the Oslo Peace accord a match between Palestine and the Variété-Club de France, a team of veteran French national players captained by 38 year-old former France, Saint Etienne and Juventus legend Michel Platini, and including Maxime Bossis, Alain Giresse as well as Rugby player Serge Blanco and Tennis star Yannick Noah, took place. The game played on a dusty pitch in Jericho in front of 10,000 people on October 8, 1993 was part of the Palestine FA’s push for acceptance into FIFA. The game ended in a 1-0 victory for Palestine with a goal from Mahmoud Jarad Sinno. The Palestinian squad were selected from the local leagues throughout the Gaza Strip and the West Bank. The PFA became a provisional member of FIFA two years later. In August 1994, Qatari club Al-Wakra became the first Arab team to be allowed into the Palestinian Territories by the Israeli authorities to play a friendly against Palestine at the Yarmouk Stadium in Gaza watched by 3,000 spectators. The same year, Palestine were managed by Algerian coach Ali Miloud, and held training camps in Algeria and France, where they played several unofficial internationals. The national team had also toured France in 1982 and 1990 through the intiative of French sports organisation Workers Sport and Gymnastic Federation or Fédération Sportive et Gymnique du Travail (F.S.G.T.).
One of the pioneers of the rebirth or “resurrection” of the Palestine national team was the late Argentine coach Ricardo Carugati, who arrived in Palestine working as part of the UN White Helmet Initiative Project to develop sporting activities in Gaza in February 1997 wanting to find another meaning to his life after the death of his young daughter. Carugati spent four months coaching youngsters on refugee camps, and was then asked by the president of the PFA to coach the Palestine national side for a match against Jordan for the inauguration of the Jericho Municipal Stadium built with the support of the United Nations Development Programme (UNDP) and the Japanese Government on June 6, 1997 along with fellow Argentine Raúl Oscar Paglilla, a physical sports instructor. The match played in front of 20,000 spectators and the PLO chairman Yasser Arafat ended in a 0-0 draw. Carugati selected players from the West Bank and Gaza, many of whom would represent their country for several years like 22 year-old Ittihad Al-Shajaiya defender Saeb Jendeya from Gaza, later captain and record appearance holder and 23 year-old striker Ziad Al-Kord from the holy city of Al-Quds (Jerusalem) then playing for Ahly Al-Naseriyat. Both would go onto play professionally abroad with Jendeya playing in Jordan with Al-Jazeera (1998-2001) and Hussein Al-Irbid (2001-2003), while Al-Kord, scorer of the first goal in the history of the AFC Champions League played in Saudi Arabia for Nadi Al-Abha (2001-2002) and then in Jordan for Palestinian club Al-Wahdat (2002-2003).
Carugati returned home to Buenos Aires at the end of the project, before resuming his job to work with the national side under the White Helmet Project for six months; his contract was extended for a further six months, and later a year. He went onto coach the Jordanian national side in 2000 but his life was sadly cut short after suffering a heart-attack a year later. Along with Azmi Nassar, an Arab-Israeli, he led Palestine to a bronze medal at the 1999 Pan Arab Games in Amman.
On June 8, 1998, Palestine became a full member of the World Football Governing body FIFA at the 51st Ordinary Congress. Palestine’s first five international matches from 1934 to 1940 are all recognised by FIFA; both PFA and the Israeli Football Association also recognise these matches as each of their own national side’s full internationals.
