Football Qualifying Tournament

(Atlanta, USA, 1996)

The 16 participants to consist of:

EUROPE

# Teams participating:  37

The winner of each group will advance to quarterfinals that will be 
played Cup System (Home and away matches).  The winners of the four 
quarterfinal matches will advance to the Olympic Games, unless one 
of them is England, Scotland or Wales, which shall be replaced by the 
next qualified team.  The fifth-European Olympic spot will be determined 
from among the four defeated quarterfinalists in the following manner: 
Only results obtained against the teams placed second, third and fourth 
in the group and in the quarterfinals will be taken into account.  The 
method of determining the teams will be:

	a) Number of points obtained
	b) Goal difference
	c) Number of goals scored
	d) Number of goals conceded
	e) Number of away goals scored
	f) Fair Play conduct of the teams at all matches in this 
	   competition.
	g) Drawing of lots

QUARTERFINAL ROUND

The winner of the eight groups advance to the Quarterfinal round, 
which will be played in the cup system.  The four winners of the 
Quarterfinal round advance to the semifinals and finals, to be played 
in a tournament in one of the four countries that have advanced to 
the Semifinal round.  The top five countries from Europe advance to 
Atlanta, although England, Wales and Scotland are ineligible, and if 
one of them places in the top five spots, they will be replaced by
the next best team.
