    NB: for the first time ever, a qualifying competition was held, involving the champions
        of the four countries not represented in 2012 (American Samoa, Cook Islands, Samoa
        and Tonga), who played among each other to qualify for a playoff against the champions
        of the country of the worst team in 2012 (New Caledonia)
