Benfica enter national playoff for promotion, in group C, together with the
representatives of Benguela, Namibe, Kwanza-Sul and Cunene.

Only 4 clubs decided to participate in the national promotion playoffs.
The other provincial champions abstained.

The FAF decided to skip the group stage (originally the tournament was to be
played in three groups, A, B, and C) and have a knock-out tournament.
