This tournament replaced the AFC Challenge Cup, played last in 2014.
Nine teams were eligible to enter the tournament:
the six losers in the first stage of the Asian section of the 2018 World Cup qualifying
tournament: Mongolia, Macao, Sri Lanka, Brunei, Nepal, Pakistan
the three losers in the second stage of the qualifying tournament for the 2019 Asian
Nations Cup: Bangladesh, Laos, East Timor
As Bangladesh and Pakistan withdrew, only seven teams entered. All matches were played
at the Sarawak State Stadium in Kuching, Malaysia.
