2. RULES AND VOTING FORM:
The rules of the Rec.Sport.Soccer Player Of the Year vote are a modification
of the rules used by France Football for their Player of the Year award.
1. All valid votes have to submitted between the 10th of January at
00:00 CET (Central European Time) and the 9th of February at midnight
CET.
2. The vote, held each year, represents the calendar year which just
ended at the time of the vote.
3. Eligibility for the 2003 vote is determined by the vote committee. A
full list of eligible players as well as the criteria used to select
them can be found below.
For voting, use the form below and send it in one e-mail to
Kent Hedlundh (kenth@cs.umu.se) with cc to Karel Stokkermans
(karel@rsssf.com). Complete the form by filling in any 5 of
the eligible players listed under item 4 below in order; also
add your name, e-mail address, country of birth and country of
residence. Any additional comments can be added below the vote
but may be ignored. Incomplete forms are invalid.

3. CHANGES W.R.T. PREVIOUS VOTES:
Due to the concerted attempts in the last three votes of promoting relatively
unknown players of a certain club or country, we have decided to restrict the
eligibility of players for the vote for 2003.
Only players from the list below will be eligible for voting. Note that the
list is pretty long and the top-5 players of any serious choice should definitely
be among it, as we have made the criteria for eligibility pretty wide. The
list of criteria below is provisional for this year, and may amended for later
votes. Serious suggestions on this are welcome but will have no effect for the
2003 vote.
Eligibility Criteria
All players fulfilling at least one of the conditions listed below are eligible
for the 2003 vote:
1) be chosen by at least two of the participating magazines for one of the
monthly ESM XI selections (this criterium is the main contributor of names
and aims at finding all players in the major European leagues to have
caught attention at any stage during the season);
2) be chosen player of the year in any European or South American country
(if known by the organising committee ahead of the vote; Mexico is
included in South America by virtue of its guaranteed participation in
the Copa Libertadores and Copa América);
for certain countries, the top-3 may be included, if known and subject
to the decision of the three organisers listed below; for 2003 this
applied to Argentina, Brazil, England, France, Germany, Italy and Spain;
for other countries the runner-up may be included, again subject to the
decision of the organisers);
3) be mentioned prominently in other annual votes, viz.:
a) be chosen among the top-15 of FIFA's players of the year vote by
national team coaches;
b) have received at least 1 point in France Football's vote for European
player of the year;
c) be chosen among the top-10 of World Soccer's vote;
d) be chosen among the top-10 of El País' vote for South American player
of the year;
e) be chosen among the top-10 of CAF's vote for African player of the
year (unfortunately only the top-5 are known at the time of writing);
f) be chosen among the top-3 of AFC's Asian player of the year award;
g) be chosen in the 'Onze d'Or' organised by Onze magazine;
h) have won the 'Bravo' award;
4) be chosen among the top-3 players or have won the golden boot at an
official FIFA or confederational championship; in 2003 these were:
a) CONCACAF Gold Cup;
b) Confederations Cup;
c) FIFA Women World Cup;
d) FIFA World Youth Championship (U-20);
(note that we decided not to include the U-17 championship)
5) be chosen among the RSSSF membership (in a 2-week poll for additional
names in December) subject to approval of the three organisers.
