This award is open to all players originating from Oceania, no matter where they play. The winner is chosen by a forum of journalists. The award was discontinued after 2004, but on December 22, 2008, the OFC (Oceania Football Confederation) announced the re-establishment of the award for 2008 and named, retrospectively, winners for the 2005, 2006, and 2007 'elections'. As of January 1, 2006, Australia joined the Asian Football Confederation, therefore Australian players became ineligible.
