The results of this voting were published on France Football # 3269 (2 December 2008).
Any worldwide player coming from a pre-determined list of 30 players (50 players until 2007) was eligible. The jury remained at 96 voters (all 53 UEFA members plus another 43 voters coming from all other countries having at least qualified once to the World Cup).
Those 96 voters were:

Azerbaijan, Belarus, Belgium, Bosnia-Herzegovina,
Bulgaria, Croatia, Cyprus, Czech Republic, Denmark,

Kazakhstan, Latvia, Liechtenstein, Lithuania, Luxembourg,
Macedonia, Malta, Moldova, Montenegro, the Netherlands,
Northern Ireland, Norway, Poland, Portugal, Republic of
Ireland, Romania, Russia, San Marino, Scotland, Serbia,
Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey,
Ukraine, and Wales.
b) 13 Africa voters: Angola, Algeria, Cameroon, Congo D.R.,
Egypt, Ghana, Ivory Coast, Morocco, Nigeria, Senegal,
South Africa, Togo, and Tunisia
c) 10 CONCACAF voters: Canada, Costa Rica, Cuba, El Salvador,
Haiti, Honduras, Jamaica,Mexico, United States, and
Trinidad Tobago.
d) 9 Conmebol voters: Argentina, Bolivia, Brazil, Chile,
Colombia, Ecuador, Paraguay, Peru, and Uruguay.
e) 9 Asia voters: China, Irak, Iran, Japan, Kuwait,
North Korea, Saudi Arabia, South Korea, and United Arab
Emirates
f) 2 Oceania voters: Australia, and New Zealand.
